Why can't I run 2.09?

2.09 works on one computer and not the other (identical) nor the laptop. The editor is messed up. Parts aren't there and you can't click on what should be there but isn't. etc. Does this program run under your browser or something? Does the browser version and/or settings make a difference? Totally stumped by this. 2.02 runs OK.
